Creating value by enhancing software engineering in the Western Cape
Background to the Colloquium
Enhancing software engineering in the Western Cape is essential if the region is to achieve its potential of becoming a world-class, global exporter of software and other ICT-related products and services.
With this in mind, the Cape IT Initiative (CITI) and the IEEE Computer Society Chapter (IEEE South Africa Section) will convene the Third Software Engineering Colloquium (SE10) in Cape Town on 16 March 2010, to bring senior technologists and technology managers together with role players from industry, academia and government to put in place tangible and immediate programs to build our software industry and create value through enhancing software engineering in the Western Cape.
The colloquium will be informed by multiple conversations generated by the colloquium technical advisory committee, and CITI between January and March 2010. (Participation in these workshops and meetings is open to everyone who shares the colloquium’s vision.)
As the Colloquium is an initiative representative of all software engineering related stakeholders, a document will be produced after the Colloquium that will be used to lobby for support from government and others, for the actions agreed at the Colloquium.
Who is the event targeted at?
Senior technologists, technology managers, software developers, innovators, designers, government, academia and any other individuals with an interest in growing and developing software engineering in the Western Cape
Please note that in order to ensure that the Colloquium is representative of all stakeholders, we have quotas for professionals, industry representatives, academia and government. In the event of over-subscription, preference will be given to individuals who have contributed to the workshops and meetings held by CITI and the technical committee prior to the Colloquium.
History of the Colloquium:
SE05 was held in Cape Town and Johannesburg in 2005, and SE07 was hosted by CITI in 2007.
Format:
The outcomes of each working group will be presented during the course of the day. Delegates are encouraged to interact with the working groups before the Colloquium, and endorse the initiative in a tangible way.
There will be canapés on the veranda afterwards to allow people unable to attend the day’s session to hear the key findings and actions agreed at the Colloquium and attend the presentation of a plaque recognizing software engineering innovation in the Western Cape.

- Cape Software Factory: A new model for growing the technology industry.
- Skills crisis: Do we lack the skills we need or are we mismanaging the skills we have?
- Agile Cape: Evolving enterprise systems development practice
- Open source: Repositioning FOSS as a software development methodology and not a business plan
- Cloud computing: Building on a shared platform for software delivery
- Rewards and recognition: Creating an Award to acknowledge software innovators, inventors, designers and architects
- Certification: Professional recognition of software engineers. Participation in standards bodies. Inclusivity.
- Legal compliance: The impact of governance and King III on software engineering
- Investment: Research funding, Intellectual Property and access to capital
- Marketing: Marketing the Western Cape’s software engineering capability locally, globally and at the 32nd International Conference on Software Engineering (ICSE) in Cape Town in May 2010

Continuing Professional Development (CPD):
The IEEE South Africa Section is a registered voluntary association of the Engineering Council of South Africa (ECSA), therefore engineers that are formally registered as Professional Engineers with ECSA can claim credits for participating at this event. The event is listed under category 1 (developmental activities), 0.8 credits. Event number is 17024
